What is a collective? How does Paper Tiger function as a Collective?

A collective is an organization that strives to break down hierarchy. We have no executive director, no managers, no bosses. All major decisions are made at collective meetings by consensus. We have a small part-time staff that carries out the day-to-day distribution and administrative functions. All production work is done by volunteers.
